Rules of Origin (RoO) are used to determine the country of origin of a product for various purposes, including the treatment, such as the applicable tariff rate, given to a product that is traded between two countries. They take a very significant importance in the trade arrangement between two countries, especially when the arrangement includes preferential tariff rates on certain products. RoO therefore constitute a pillar in trade negotiations processes.
The RoO training is conceived to impart fundamental knowledge RoO, including the various techniques that are generally recognised to determine RoO and their applications in existing Free Trade Agreements, as well as facilitate the gathering of insights on the trade and industrial policy implications and impact of the types of RoO that are applied. Participants will be further supported to undertake field research to gather data from enterprises and conduct the necessary analysis that will feed into trade negotiations strategies regarding that important pillar.
The training will be provided in three phases. Phase 1 will mainly be on the RoO fundamentals learning. Phase 2 will consist in the supported field work and analysis by the trainees. Phase 3 aims at facilitating the development of a negotiation strategy using data and insights gathered by the participants during the field work phase. The main target group of the training is the trade negotiation teams of the MoT.
