Development of the Case Management System

ARISE Plus Indonesia is assisting the Ministry of Trade to develop and implement of a Case Management System (CMS) for trade remedy investigations. ARISE+ Indonesia is providing this support in collaboration with a local IT sub-contractor. In May 2023 the system was handed over to the Government of Indonesia and is currently at the implementation and training stage.



Key features of the CMS are as follows:

  • It automates key business processes occurring in trade defence investigations, relating to
    • case management
    • production of materials
    • collection and analysis of data
    • dissemination of information  
    • interaction with third parties
  • All-in-one (single) system – One system integrates all functionalities, ensuring the optimal inter-operability of all the modules
  • The CMS consists of flexible software modules each having its own Application Programming Interface or “API”
  • Built on state-of-the-art technology stack
  • High level of security

 

The IT system is divided into two subparts:

  • The Case Management System as such. Access to the CMS is reserved to KADI and KPPI officials. The CMS contains all features required for the investigating authority to efficiently and effectively conduct investigations
  • A secure online platform which allows the investigating authorities to exchange with external users such as domestic producers, importers, or exporters subject to an investigation

 

The automated Case Management System facilitates the use of trade remedy instruments by:

  • Managing any type of investigation, guiding case-handlers in KADI and KPPI through the actions that typically occur in such investigations and reminding them of approaching deadlines
  • Allowing case-handlers to develop documents from pre-formatted and semi- or fully-automated templates
  • Allowing parties in investigations to submit files to KADI and KPPI, and for the investigating authorities to make notifications to those parties, all through an online and secure platform
  • Permitting case-handlers in KADI and KPPI to interact with all stakeholders, through an integrated messaging system
  • Providing 24/7 access to the case file of investigations, from anywhere in the world
  • Having a repository of all materials related to ongoing or completed investigations available in the system
  • Managing multiple permissions for each of the different roles

  • Facilitate stakeholders’ participation in investigations, enhance their ability to defend their interests and ultimately ensure compliance with the process

  • Be able to impose protective measures faster, as a result of time-saved owed to the automation of the processes

In sum, the case management system will transform the implementation of trade defence instruments in Indonesia by:

  • Moving to paperless investigations
  • Permitting an efficient use of scarce resources
  • Making the implementation of the trade defence system more transparent
  • Lowering the costs of the processes that the system will automate
