The 5th ARISE+ Indonesia Project Steering Committee Meeting
The Ministry of National Development Planning (Bappenas) held the 5th Project Steering Committee (PSC) meeting of the ARISE+ Indonesia Trade Support Facility, funded by the European Union (EU). The PSC meeting was co-chaired by the Deputy Minister for Economic Affairs of Bappenas, Amalia Adininggar Widyasanti, and the Head of Cooperation of the EU Delegation, Thibaut Portevin. The meeting reviewed the implementation progress of the Annual Work Plan 2022 and endorsed the Annual Work Plan for 2023 for both Technical Assistance I and II.
Capacity-Building Programme for RMP Assessors
The National Standardization Agency of the Republic of Indonesia (BSN) organised a capacity-building programme for the assessors to improve accreditation services to Reference Material Providers (RMP), with support from ARISE+ Indonesia.
Fairtrade Certification Workshop
The Ministry of Trade (MoT) and the Ministry of Industry (MoI), in collaboration with ARISE+ Indonesia, organised the capacity-building workshop on Fairtrade Certification, especially in spices products, 28 November 2022 - 1 December 2022. The four-day hybrid workshop delivered for two batches of participants. More than 200 functional officers at both ministries, business associations and Small and Medium Enterprises (SMEs) facilitators at the National Standardization Agency (BSN) participated in the workshop.
Trade in Services Workshop #3
The Directorate of Trade in Services Negotiation, the Ministry of Trade, in collaboration with ARISE+ Indonesia Technical Assistance II, conducted the third training series on Trade in Services (TiS) negotiation. The training aims to strengthen the capacity of Ministry of Trade officials in Trade in Services that will support the ongoing Indonesia-EU CEPA negotiation.
International Economic Modelling Forum "Sustainable Growth through Harnessing Energy"
The Ministry of National Development Planning/Bappenas, with support from the European Union-funded ARISE+ Indonesia, hosted an international economic modelling forum aiming to introduce the integrated economics-environmental analysis tool to assess the impact of the energy transition on macroeconomic indicators entitled "Sustainable Growth through Harnessing Energy" today. The policy tool was developed by Bappenas, with technical support from ARISE+ Indonesia and Oxford Economics.
The Forum officiated by the Deputy for Economic Affairs, Bappenas, Ms Amalia Adininggar Widyasanti, and the EU Ambassador to Indonesia, H.E. Vincent Piket, served as a platform to share knowledge and to discuss strategies towards a just and sustainable green economy transition.
Non-Tariff Measures (NTMs) Workshop #3
The Directorate of World Trade Organization (WTO) Negotiation, under the Directorate-General of International Trade Negotiation, in the Ministry of Trade, with support from ARISE+ Indonesia Technical Assistance II, organised the third series of Non-Tariff Measures (NTMs) Workshop in Bandung, 22-25 November 2022.
The four-day workshop aimed to strengthen the capacity of Ministry of Trade officials in NTMs that will support the ongoing Indonesia-EU CEPA negotiation.
Showcase of Indonesian Geographical Indications at SIAL InterFOOD
Twenty-one Indonesian GI products were exhibited at the SIAL InterFOOD (9-12 November 2022 in Jakarta) with support from the Directorate of Export Development for Primary Product, the Ministry of Trade in close collaboration with the Directorate General of Intellectual Property, MoLHR, and ARISE+ Indonesia. The trade fairs provided the opportunities for the local GI associations to meet potential buyers to foster better linkages to the markets, and raise awareness of Indonesian GI products.
Demystifying Global Value Chains in the Cosmetics Sector
The Directorate of Micro, Small, and Medium Enterprises and Cooperatives Development, the Ministry of National Development Planning (Bappenas) organised a Focus Group Discussion entitled "Demystifying Global Value Chains in the Cosmetics Sector", in Jakarta, with support from ARISE+ Indonesia, Tuesday (08/11). The forum brought together policymakers, project implementors, researchers and the business community to sharpen policies and strengthen the implementation of the global value chain (GVC) in the cosmetics industry in Indonesia.
Organic Management Certification Workshop
The Ministry of Trade (MoT) and the Ministry of Industry (MoI), in collaboration with ARISE+ Indonesia, organised the capacity-building workshop on Organic Management Certification from 7-10 November 2022.
More than 200 functional officers at the Directorate of Export Development for Primary Products and the Directorate of Standardization and Quality Control at the Ministry of Trade, the functional officers at the Ministry of Industry, the SMEs facilitators at the National Standardization Agency (BSN), and business operators participated online and in person.
HACCP System Implementation & Certification Workshop
The Ministry of Trade, in collaboration with the Ministry of Industry, with support from ARISE+ Indonesia, conducted the capacity-building workshop on HACCP (Hazard Analysis Critical Control Point) System Implementation & Certification, 31 October - 3 November 2022. Functional officials of the Directorate of Primary Products Export Development, the Directorate of Standard and Quality Control, the private sector, functional officials in the Ministry of Industry, and BSN (National Standardization Agency) took part in the workshop.
Dissemination of Study Results: Strengthening the Regional Value Chains in the Automotive, Electronic, and Medical Devices Sectors
The Ministry of Trade, with technical assistance from ARISE+ Indonesia, conducted an analytical study on "Economic Policy Priority of the ASEAN Indonesian Chairmanship in 2023: Strengthening Regional Value Chains (RVCs)", aiming to provide strategic recommendations to ASEAN through Indonesia to develop ASEAN into a Centre of Global Value Chains. The study findings on the potential of automotive, electronic, and health equipment sectors were presented and discussed with policymakers and stakeholders to increase the participation of ASEAN Member States in RVCs on Monday (31/10).
Academic Trade Remedy Module Sensitisation Workshop
The Directorate of Trade Defense (DPP) of the Ministry of Trade, in collaboration with the Faculty of Law of the University of Padjadjaran (UNPAD) Bandung, developed an academic trade remedy module, with support from ARISE+ Indonesia. The final draft of the Academic Trade Remedy Module was presented to lecturers of the Faculty of Law and Faculty of Economics in Indonesian universities to get their feedback in a one-day sensitization workshop on 28 October 2022.
Trade Remedy Academic Module Development and Presentation
A brief overview of the trade remedy academic module was presented to the Faculty of Law students of Padjadjaran University during a general lecture series in Bandung on 18 October 2022. More than 200 undergraduate and graduate students participated in the class. The Trade Defence Analysts at the Directorate of Trade Defense, the Ministry of Trade, and ARISE+ Indonesia Senior Experts in International Trade Law delivered the presentation to obtain student feedback.
Practical Training on Contaminant Testing in Fisheries Products
Laboratories analysts under the Ministry of Marine Affairs and Fisheries participated in the practical testing of contaminants in fisheries products and mentoring sessions, 10-14 October 2022, in Aquaculture Center Sukabumi, West Java. The five-day training was held to complement theoretical training to learn best practices for preparing samples/ test items, internal standards and QC samples, arranging injection sequences, analysing data and producing valid test results.
Global Exposure for Indonesian Geographical Indications at the WCCE Expo
Indonesian Geographical Indications were exhibited at the WCCE Expo with support from the Ministry of Tourism and Creative Economy and ARISE+ Indonesia, Bali, 6-7 October 2022. The GI products featured in WCCE Expo included Amed Bali Salt, Kusamba Salt, Kulon Progo Jogja Coconut Sugar, Gayo Arabica Coffee, Flores Manggarai Arabica Coffee, Flores Bajawa Arabica Coffee, and Muntok White Pepper. Many prominent figures, including Indonesia's Minister of Tourism and Creative Economy and the wife, the Deputy for Digital Economy and Creative Product, the Director of Creative Industry and Intellectual Property Development, the Ambassador of the Creative Industries of the Mayor of London, the Ambassador of Serbia, and many others, visited the booth.
Trade Defense Handbook Launch & Trade Remedy Workshop
The Directorate of Trade Defense, the Ministry of Trade, launched the Trade Defense Handbook, the 2022 edition, in Jakarta on 6 October 2022. The Handbook was drafted with technical support from ARISE+ Indonesia, aiming to guide Investigation and Trade Analysts at the DPP in identifying trade barriers and taking diplomatic or legal action against them effectively. Following the ceremony, a Workshop on Responding Effectively to Trade Remedy Investigations Initiated by the European Union (EU) was conducted to provide the relevant public and private sectors with a clear understanding of the trade remedy laws, policies, practices, procedures and investigation requirements of the EU.
Strengthening the National Rapid Alert System for Non-Food Products
Through the Ministry of Trade, the Government of Indonesia is gearing up to build a market surveillance system for non-food products called INRAPEX. Officials at the Directorate General of Directorate General of Consumer Protection and Trade Compliance participated in three workshops organised with support from ARISE+ Indonesia to address three essential topics for the operation of the INRAPEX system:

Enhancing Good Fish Handling Practices (CPIB) Certification
The Ministry of Marine Affairs and Fisheries continues to strengthen the Fishery Products Quality and Safety Assurance System by implementing a series of capacity-building programs facilitated by ARISE+ Indonesia.
Auditors from the Directorate General of Capture Fisheries and business operators and associations participated in a four-day training on Good Fish Handling Practices (CPIB) based on Hazard Analysis Control (HACCP) in Benoa, Bali, 20-23 September 2022.
Study Mission to Italy to Benchmark Best Practices in GI Protection, Control and Promotion
The Directorate General of Intellectual Property (DGIP) in the Ministry of Law and Human Rights, the Directorate General of National Export Development (DGNED) in the Ministry of Trade, and representatives of the Geographical Indication (GI) Cocoa sector embarked on a study mission to Italy, 18-28 September 2022, facilitated by ARISE+ Indonesia.
The study mission aimed to benchmark best practices in GI protection, control and promotion, institutionalising a collaborative partnership between the Italian Central Inspectorate for Quality Safeguarding and Anti-fraud of Foodstuffs and Agricultural Products (ICQRF) and DGIP, discussing the prospects of establishing a twinning arrangement between Modica Chocolate GI Consortium and the relevant Indonesian Cocoa producers’ organisation, and learning about best practices from private sector GI organisations in Italy for GI promotion and development in Indonesia.
Enhancement Programme Training for GI Associations (MPIGs) - Part 2
The second session of Enhancement Programme Training took place on 22-25 August 2022 in Bali. ARISE+ Indonesia, in collaboration with DGIP - MoLHR, DGNED - MoT, and the Ministry of Tourism and Creative Economy, facilitated 10 selected Geographical Indication Communities (MPIGs). The training aimed to strengthen the institutional capacity of MPIGs, foster networking, and promote business partnerships.
Better Process Control School Training
The Centre for Standardisation and Agro-Industry Services (BBSPJIA) organised a four-day in-house training on Better Process Control School with support from ARISE+ Indonesia on 22-25 August 2022. The training aimed to strengthen the BBSPJIA's competence as an Inspection Body to provide Aseptic Processing validation services and improve the acceptance of validation results issued by BBSPJIA at national and international levels.
Training of Trainers Programme for CBIB Auditors
The Directorate General of Aquaculture Fishery (DGAF), the Ministry of Marine Affairs and Fisheries (MoMAF), with support from ARISE+ Indonesia, organised a four-day Training of Trainers programme for auditors of Good Fish Aquaculture Practices (CBIB). The training was expected to better equip the auditors to deliver fair and effective inspection of aquaculture sites, resulting in more reliable certification of operators and enhancing trust in health export certificates.
Geographical Indications Creative Branding Workshop
The Directorate General of Intellectual Property (DGIP) of the Ministry of Law and Human Rights and the Directorate General of National Export Development (DGNED) of the Ministry of Trade, in collaboration with ARISE+ Indonesia, presented and discussed the final draft of the Branding Strategy for Geographical Indications of Indonesia during the 5th GI Creative Branding Workshop at Nusa Indonesia Gastronomy, Jakarta, on 18 August 2022.
Spices Seminar
The Directorate General of National Export Development (DGNED), the Ministry of Trade, with support from the EU-funded ARISE+ Indonesia, held a seminar entitled "Opportunities, Challenges and Requirements of Spices Export to the European Union", on August 11, 2022. The seminar featured prominent speakers, namely the Trade Attaché for the Indonesian Embassy in the Netherlands, Mr Sabbat CJ Sirait; the CEO of Pacific Spizes in the Netherland, Mr Rico Vogel; the Chairman of Sustainable Spices Initiatives, Mr Dippos Naloanro Simanjuntak; and the Chairman of the Association of Indonesian Certification Bodies, Mr Nyoman Susila. The ARISE+ Indonesia Export Quality Infrastructure Senior Expert, Mr Arief Safari, moderated the seminar. More than 250 Indonesian businesses and associations participated in the seminar, in person or online.
ToT Trade Remedy
The Directorate of Trade Defence, the Ministry of Trade (MoT), with support from ARISE+ Indonesia, conducted a Training of Trainer programme for 15 nominated trainers from the MoT and five academics from the Law Faculty of Padjajaran University (UNPAD), 3-5 August 2022. The training held in Bandung focused on coaching the nominated trainers to deliver introductory training to MoT Trade Remedy Directorates recruits, junior investigators and case handlers, and government officials who require a working knowledge of trade remedy actions.
BKIPM Workshop
The Fish Quarantine and Inspection Agency (FQIA), the Ministry of Maritime Affairs and Fisheries (MoMAF), with support from ARISE+ Indonesia, held a four-day workshop on Compliance of Control Systems In Place Governing the Production of Fishery Products Intended for Export to the European Union, 2-5 August 2022. Enhancing compliance with EU requirements will facilitate the exports of fishery products to the EU market. The workshop aims to obtain a common perception of the EU recommendations on the control system of the fishery value chain and prepare follow-up actions supported by evidence to address those recommendations.

Internal Control Plan & Traceability Training
ARISE+ Indonesia, under the aegis of the Directorate General Intellectual Property (DGIP), the Ministry of Law and Human Rights (MoLHR), supported three MPIGs to strengthen their capacity in internal control plan, and setup a traceability system. Three MPIGs - Gayo Arabica Coffee, Kulon Progo Jogja Coconut Sugar, and Bali Amed Salt - were selected to pilot the project in late 2021. The training aimed to empower Geographical Indication Rights Holder Communities (MPIGs) in providing assurance of their product quality and authenticity.
Bolstering Response to Trade Remedy Investigations from USA
The Directorate of Trade Defence (DPP) of the Ministry of Trade, with assistance from ARISE+ Indonesia, held a workshop to strengthen the capacity of DPP officials to respond effectively to trade remedy investigations from USA on July 7, 2022.
Strengthening Capacity in Non-Tariff Measures to Tackle Trade Challenges
The Directorate of Multilateral Negotiation, the Ministry of Trade, with support from ARISE+ Indonesia, conducted a series of capacity-building workshops to train trade analysts, negotiators, and relevant officials for trade in goods in the Ministry of Trade and line ministries on Non-Tariff Measures. The first training discussing the key measures that conform NTMs, particularly with regard to formal measures (i.e. TBT, SPS, TFA), took place from 4-8 July.
