Export Quality Infrastructure

ARISE Plus Indonesia is strengthening the competitiveness of Indonesian exporters by aligning Indonesia’s procedures and standards to those applied internationally, so that products can be exported seamlessly and without unnecessary delays. ARISE Plus Indonesia is also supporting the Indonesian competent authorities and exporters to enhance safety and improve the quality of export products such as spices, pangasius and coffee.

• ARISE+ Indonesia supported the National Standardization Agency (BSN) to enhance the TBT (Technical Barriers to Trade) website: https://tbt.bsn.go.id/home. The upgraded website was lunched in December 2022 and is expected to facilitate the role of BSN as the Notification Body and Inquiry Point for the WTO TBT Agreement in Indonesia.
• Enhancing the capacity of the National Metrology Institute at BSN for ensuring and disseminating national standards in the areas of vibration, mass, force and torque, radio-frequency and optical measuring devices. This includes delivering training to new BSN metrology officers, based on advanced training materials and reference documents.
• Improving the capacity of market surveillance staff for risk assessment and expanding the connectivity of the alert systems of INRAPEX (for non-food products) and INRASFF (for food products) to other regulatory agencies.  ARISE+ helped linking INRAPEX and INRASFF by assessing these systems and defining options for improving connectivity and effectiveness.
• In the fisheries sector, promoting research on food safety and supporting the quality assurance system along the value chains by (i) delivering advanced training for laboratories to analyse contaminants, heavy metals, microbiological agents; (ii) delivering training on good fish handling practices, good fish aquaculture practices and catch certificate, (iii) developing good fish handling practices and guideline for tuna loin, crab and fresh fish at the middlemen, as well as (iv) benchmarking the water monitoring system at Tanjung Balai Asahan, North Sumatera to support clam export.
• Supporting the deployment of good regulatory practice in selected value chains, by organizing general risk assessment workshops and focused group discussions to support the fisheries competent authority to assess impact and possibly reducing overlaps in regulations controlling food safety for fisheries products, updating or enhancing its national residue monitoring plan, organizing risk assessment exercises in the tuna and spices value chains.

• Assessing, training and assisting senior laboratory officers of selected BPSMB on various quality assurance disciplines and on the quality control of results as well as developing capacity of Standalitu staff for the testing of mycotoxins in agri-products through high-level practice in the Natural Biotoxin Laboratory of the Wageningen University Research (EU reference laboratory).
• Enhancing knowledge and skills of reference material providers, by organising a seminar on reference materials, developing the capacity of service providers’ staff on the principles of ISO 17034 and the practice of production of RM services, and by supporting increased networking of Indonesian reference material and proficiency testing providers within ASEAN and abroad.
• Enhancing knowledge and skills of analysts to test food contact materials (mycotoxin) and pesticides residues: ARISE Plus Indonesia’s support resulted in increased competence in Indonesia’s laboratories.
• Developing capacities of EQI’s  stakeholders in respect with international standards and practices and EU regulations, by conducting awareness and training seminars and workshops on HACCP, Organic and Fairtrade and by assisting farmers to implement the HACCP for Muntok White Pepper in Bangka Island and Koerintji Cinnamon in Kerinci District, as well as business matching with potential exporters.
