ARISE+ Indonesia, under the aegis of the Directorate of Trade Defense (DPP), the Ministry of Trade, has just finalised a gap analysis on the case management systems used by the Indonesia Anti-Dumping Committee (KADI) and Indonesia Trade Safeguard Committee (KPPI) in trade remedy (anti-dumping, countervailing or anti-subsidy, and safeguard) investigations. The review was the first step towards developing a world-class electronic case management system to allow direct interaction between the investigating authorities and interested parties.
The gap analysis was conducted to determine the operation of current systems and the requirements that KADI and KPPI should meet for the new systems. KADI, KPPI, DPP and law firms that are active in trade remedy investigations provided input and feedback to the analysis.
The existing internal case management systems run by KADI and KPPI primarily still relied on a paper (hard copy) system. The new system will be developed based on international best practices with functionalities for document management, traceability, collaboration, public reporting and consultation management, meeting WTO deadlines that support the life cycle of an investigation.
The new case management system will ensure that interested parties can submit all documents digitally on a single platform and download all public documents from the same platform. Direct and immediate access to the public file will increase transparency and give parties more time to present their case.
At the same time, the system will allow the investigating officers to monitor the documents traffic and provide a complete overview of all internal and external communications.
The new case management system will be valuable management tool for KADI and KPPI directors to fully manage the investigation process, including indicating the upcoming deadlines and full traceability of all actions undertaken by the investigating authority and interested parties.
"The new system will allow us to effectively and timely complete investigations to defend the interest of Indonesian businesses," the Director of Trade Defense, Natan Kambuno, said.
Upon completing the gap analysis, ARISE+ Indonesia drafted an implementation action plan to develop the case management system, including the timeline and resources management. KADI and KPPI will be closely involved to ensure that the system meets its requirements.
The full system will be developed, tested and implemented this year (2022). Technical assistance and backup to KADI and KPPI will be provided for a year after finalisation.
