The Ministry of National Development Planning/Bappenas, in collaboration with ARISE+ Indonesia, organised a Focus Group Discussion (FGD) on the Policy Study of Logistics Cost Calculation at the Meso Level. The FGD aimed to gather input from the business community in the logistics sector on the comprehensive logistics cost structure to formulate more effective policies for streamlining logistics costs. This study continues the previous macro-level study conducted in 2022-2023 with ARISE+ Indonesia.

Workshop on the Framework for Notifying Import Licensing Requirements at the WTO

The Directorate General for International Trade Negotiations at the Ministry of Trade, with support from ARISE+ Indonesia, has developed an institutional framework to ensure Indonesia's compliance with its notification obligations regarding import licensing requirements at the World Trade Organisation (WTO). On 8 May 2024, a workshop was conducted to provide a comprehensive overview and discuss the procedural elements of WTO import licensing requirements. In addition, the workshop included a practical team exercise, in which participants worked together to identify specific import licensing requirements and prepare a detailed notification report for presentation, thereby enhancing their understanding and application of the WTO protocols.

Final Workshop on the Framework to Address Foreign Non-Tariff Barriers (NTBs)

The Directorate General for International Trade Negotiations at the Ministry of Trade, in partnership with ARISE+ Indonesia, has established an internal framework to proactively monitor and address foreign non-tariff barriers (NTBs) encountered by Indonesian companies in international trade. On 7 May 2024, a workshop was organised to present and discuss the roadmap and strategy developed during a previous workshop held in November last year. The event gathered negotiators and analysts from the Directorate of World Trade Organisation Negotiations, analysts from relevant ministries, and trade attachés to present a pilot demonstration of the NTM monitoring system to identify and address NTBs in a selected market, highlighting its practical application and effectiveness.

Final Workshop on Trade in Services Performance Monitoring Dashboard

The Directorate General for International Trade Negotiations at the Ministry of Trade, in collaboration with ARISE+ Indonesia, has recently launched a monitoring dashboard to enhance the performance of Indonesia's trade in services. To ensure effective utilisation of this tool, a workshop was conducted on 6 May 2024. The session was designed to equip trade negotiators and analysts from the Directorate, as well as their counterparts from various line ministries, with the necessary skills to effectively use and maintain the monitoring dashboard.

Training on Margin of Injury Calculation Tool

The Ministry of Trade, in collaboration with ARISE+ Indonesia, conducted a training session for trade investigation officers from the Directorate of Trade Defense (DPP), the Indonesian Anti-Dumping Committee (KADI), and the Indonesian Safeguards Committee (KPPI). The session focused on the use of a newly developed tool for calculating the margin of injury. This tool is designed for use in anti-dumping investigations to standardise calculation procedures, ensuring consistency and efficiency among officers in the determination of the margin of injury. The training was organised in two batches: the first, on 25-26 April 2024, for DPP and KPPI trade investigators, and the second, on 29-30 April, for KADI.

Investment Attraction Plan Launching

 The Ministry of Investment/BKPM and the European Union (EU) Delegation to Indonesia unveiled "The Attraction Plan for EU Investment in Indonesia" on Thursday, 25 April 2024 at the BKPM office. The launching event, organised with support from the EU-funded ARISE+ Indonesia programme, was officiated by Mr Nurul Ichwan, Deputy Minister for Investment Promotion at the Ministry of Investment/BKPM, and H.E. Denis Chaibi, EU Ambassador. Ms PN Laksmi Kusumawati, Director of Trade, Investment and International Economic Cooperation, representing the Deputy for Economy at the Ministry of National Development Planning (Bappenas), also provided insights during her address.

The Plan is developed in partnership with ARISE+ Indonesia to promote and attract a new wave of advanced and high-impact investments from Europe.

The Ministry of Investment/BKPM is taking proactive steps to bolster Indonesia's attractiveness to international investors by conducting a workshop on Project Feasibility and Investment Promotion. Held on 7-8 March 2024 in Tangerang, the event was a collaborative effort between the Ministry of Investment and ARISE+ Indonesia. The workshop aimed to enhance the participants' understanding of investment project dynamics and equip them with the necessary skills and tools to conceptualise, package and promote investable projects, engage effectively with potential investors and financial institutions, and ultimately increase investment realization, particularly from the European Union. The event brought together participants from the Investment Planning and Investment Promotions Units of the Ministry of Investment/BKPM, the Directorate of Trade, Investment, and International Economic Cooperation at the Ministry of National Development Planning/Bappenas, and the Joint Office of Public-Private Partnership at Bappenas.

Capacity-Building on Quality Assurance for BPSMB Aceh and Palu

ARISE+ Indonesia has extended support to the Directorate of Standardisation and Quality Control (Dit. Standalitu) of the Ministry of Trade, facilitating a series of capacity-building activities for four Quality Testing and Standardisation Laboratories for Goods (BPSMB) under Dit. Standalitu's purview. These labs are located in Semarang, Karawang, Aceh, and Palu. The primary goal of these activities is to enhance the standards and conformity assessment capabilities of these laboratories, with a particular emphasis on advanced chromatography and spectroscopy techniques. The capacity-building program encompasses a comprehensive approach, including online training sessions, thorough document reviews, as well as on-site support and monitoring. The on-site assistance activities for BPSMB Aceh was conducted on 14-15 December 2023, and for BPSMB Palu on 18 December 2023.

Monitoring Visit to Muntok White Pepper to Assess HACCP Training Results

The ARISE+ Indonesia team, comprising Arief Safari, Senior Expert in EQI, and Alain Peyré, Senior Expert in Standards and Conformity, conducted a field visit to Bangka Province on 12-13 December 2023. This visit was undertaken to oversee and assess the results of HACCP (Hazard Analysis and Critical Control Point) training organized by ARISE+ Indonesia several months before. The training targeted Muntok Pepper farmers who hold Geographically Indicated Certification, extension officers from the Agriculture Service, and pepper exporters.

The preliminary draft of this visionary Plan recently underwent a crucial consultation process, engaging key stakeholders such as BKPM, Bappenas, the Coordinating Ministry of Maritime Affairs and Investment, and the Ministry of Foreign Affairs. The pivotal meeting took place on December 8, 2023, at the BKPM office in Jakarta, serving as a significant forum for gathering valuable input from stakeholders.

The Ministry of National Development Planning (Bappenas) hosted the sixth and final meeting of the Project Steering Committee (PSC) for ARISE+ Indonesia, marking the culmination of a five-year program aimed at bolstering EU-Indonesia trade and investment cooperation. Co-chaired by PN Laksmi Kusumawati, Director of Trade, Investment, and International Economic Cooperation at Bappenas and the Programme Director of ARISE+ Indonesia, along with Thibaut Portevin, Head of Cooperation of the EU Delegation, the event highlighted the positive achievements of the ARISE+ Indonesia programme. The gathering convened key stakeholders, including Bappenas, the Ministry of Trade, and the Ministry of Law and Human Rights. The European Union (EU) Delegation and the ARISE+ Indonesia Technical Assistance Team were also present, alongside other key beneficiaries like the Ministry of Marine Affairs and Fisheries, the Ministry of Investment, the Ministry of Industry, the National Standardization Agency, the Ministry of Agriculture, and the National Food and Drug Agency.

Workshop on Patin Aquaculture Pilot Project Plan

The Directorate General of Fish Aquaculture and the Marine and Fisheries Quality Assurance Agency, under the Ministry of Marine Affairs and Fisheries, in collaboration with ARISE+ Indonesia, organised a workshop to pilot Pangasius cultivation to meet export quality requirements. This pilot project will be conducted in a 5-hectare controlled pond, using nutritious feed to produce Pangasius (Patin). The pond is owned by the Aquaculture Production Center in Karawang. Improving quality and ensuring conformity with export requirements are expected to broaden access to the export market.

The Ministry of Trade (MoT), in partnership with ARISE+Indonesia, recently hosted a workshop focusing on the Trade in Services Performance Monitoring System. This workshop was designed to bolster the skills of MoT officers in developing a system to monitor Indonesia's services trade performance. Such a mechanism is crucial for supporting the country's negotiations on trade in services and identifying key priorities for these negotiations.

The Marine and Fisheries Quality Assurance Agency, operating under the Ministry of Marine Affairs and Fisheries (MoMAF), in partnership with ARISE+ Indonesia, held a two-day workshop focused on Food Safety, Risk Assessment, and Risk Management within the Tuna Supply Chain. This event, held on 22-23 November 2023, in Jakarta, was dedicated to enhancing the capabilities of relevant stakeholders, including Bapanas, BPOM, the Ministry of Agriculture and private sector in applying risk assessment methodologies for addressing food safety concerns in Indonesian spices exports. The second workshop of the Indonesia Blue Economy Index (IBEI) Training series took place from 8-10 November 2023 in Tangerang. It targeted officials from various directorates within Bappenas and representatives from other ministries and agencies. The workshop's primary goal was to introduce the IBEI framework and methodology. This aimed not only to enhance the participants' understanding but also to assist them in more effectively formulating policies and programs, as well as setting targets within the Blue Economy sector.

Following the development of the Rapid Alert System for Non-Food Products (INRAPEX) with support from ARISE+ Indonesia, the Directorate of Goods and Services Market Surveillance organised a series of workshops. The Ministry of Investment/BKPM, in collaboration with ARISE+ Indonesia, convened a consultation with various ministries and agencies to discuss the carbon markets in Indonesia.

The discussion was chaired by the Deputy Minister for Investment Promotion of the BKPM, Mr. Nurul Ichwan. Key presentations were made by Dr. Divaldo Rezende, an International Expert in Carbon Markets, Green Bonds, and Sustainable Finance, as well as Mr. Edo Mahendra, the Special Advisor to the Coordinating Minister for Maritime Affairs and Investment on Carbon Trading.

The insights gleaned from this discussion will be utilized to formulate actionable recommendations, assisting the Government of Indonesia in establishing and optimizing the nation's carbon trading system.

The Ministry of Trade, facilitated by ARISE+ Indonesia, developed a sophisticated web-based management tool called the Case Management System (CMS) in collaboration with Koltiva. This system is specifically designed to effectively handle trade remedy investigations. Following the completion of the CMS development, comprehensive user training sessions were conducted from 15th to 17th May 2023 for the MoT directorates and 19 May 2023 for the private sector. These training sessions were crucial in ensuring that both sectors are well-equipped to utilize and apply the CMS to its fullest potential.

The Grand Design on Economic Cooperation Study was disseminated on 30 March 2023 to stakeholders from various ministries and think tank organisations, offering crucial insights into how Indonesia can strengthen its role and utilisation of international economic cooperation. The study was conducted jointly by the Ministry of National Development Planning/Bappenas and the Centre for Strategic and International Studies (CSIS) with support from ARISE+ Indonesia.

The Ministry of National Development Planning/Bappenas, together with the Ministry of Cooperatives and MSMEs, with support from ARISE+ Indonesia, organised a workshop for the cacao cluster in Jembrana on 7 March 2023. The workshop aimed to discuss the possible pathways to enhance the Jembrana supply chain to global markets, especially Europe. The workshop was officiated by the Jembrana Regent.

The Directorate-General for International Partnerships (DG INTPA) of the European Commission and the EU Delegation to Indonesia and Brunei Darussalam visited Nizam Zachman Jakarta Fishing Harbour and the Fish Quarantine and Inspection Standard Examination Laboratory (FQISE/BUSKIPM) to collect information and feedback on ARISE+ Indonesia's contributions to the Ministry of Marine Affairs and Fisheries (MoMAF) in strengthening the quality assurance in the fisheries sector, including the laboratory's testing capacity, Monday (27/02).

Ministry of National Development Planning/Bappenas, in collaboration with ARISE+ Indonesia, organised a workshop to present the Export Finance Study, Tuesday (24/01). The workshop brought together the key stakeholders in export financing from the government and private sector, including Indonesia Exim Bank (LPEI), Bank Indonesia, Ministry of Trade, private banks, export insurance companies, and other stakeholders to obtain views and feedback to ensure the study reflected Indonesia's context and export finance environment.

The Directorate of Surveillance of Goods and Services Distribution, Ministry of Trade, organised a workshop on 17-18 January 2022 in Bogor to present and conduct a trial run of the new INRAPEX website that was just completed, in front of market surveillance officers, with support from ARISE+ Indonesia.
